First of all, never have your social life be your top priority.
Keep a planner and write every single thing you need to do. Then, with different colors of highlighters, highlight it according to what you have to do right away and what you can put off a little later. (For example, use yellow for assignments or errands that are due the next day, orange for projects or assignments due a week or so later, and so on. Then just do what your top priorities are.)
Always limit your time watching TV, playing on the computer or game system, talking on the phone, etc. to about an hour or so or whatever fits your schedule best. Then, STICK TO IT!!
For motivation, you can allow yourself to go out with your friends, have a longer time on the computer/phone, or whatever you love doing (by your name, I'm guessing you might play guitar, so don't let yourself play until you finish that chemistry homework due tommorrow!)
And again don't get caught up your social life. If there's a party or something fun you want to go to but you have something more important to do, STAY HOME AND DO WHATEVER IT IS YOU NEED TO DO!! Just think about how much you will regret it later....unless it's some once in a lifetime thing, it is a better choice to just skip it. I mean there are plenty of other fun things you can do in the future. And it'll be more rewarding if you have no priorities.....!!

Procrastination in itself is not a bad thing. If because you procrastinate, your work quality suffers, then that might be a problem.
Otherwise, I wouldn't worry about it. Not every body's work style is the same. Just because you spend 2 days doing something that takes others longer doesn't mean you are morally remiss in some way.
Some people work better under the pressure of a deadline. Other people can't help themselves from starting on a project early (because they have one fear or another), but then they turn around and act morally superior to those people who can put off working until later, but still produce good stuff, as though they possess some kind of outstanding willpower or something.
Gimme a break. We are all human.

I do too. If the kind of things you do to procrastinate is like watch tv an hour more than you should, i would say the best thing to do is to get your parents to help you. Tell them to tell you to stop when you should etc
or offer yourself prizes for completing stuff. (if you offer yourself prizes for procrastinating you might feel guilty)
Might i ask, do you procrastinate with school work because you already know it all? or do you think you don't need to learn it?

I made a schedule for myself and broke it down into two categories:
1. Things to do within a half-hour to an hour timeframe
2. A certain number of things to accomplish each day.
It kept my time filled up and helped me to set goals. When you realize just how much you CAN do, despite restrictions, it really is a boost of confidence!

Try to do it as soon as you can and get it out of the way -when you do that give yourself a treat- when you don't do it take something away. Unless of course you like to work under preasure- do you?

set goals and schedule breaks, also set aside one day that you will do something that you want to do, and make sure that all of your necessary tasks are taken care of. then you can have that scheduled day to look forward to and it can also act as a reward.
