if the number is under 13:00 then the military time is the same as traditional 12-hour AM time

if the number is 13:00 or over, subtract 12 to get traditional 12-hour PM time

if the hour section is more than 12, that means it's after noon, or PM. like if it says "14:30" , you subtract 12 hours from it and it's 2:30 pm. if it says 20:45, you subtract 12 hours from it and you get 8:45 pm.
