Summer months are ideal (Summer here is March, April, May). But that is also when it tends to get crowded since that is when the rest of the country goes there. It is also beautiful during the cooler months (October to February) as long as it isn't raining.
You may want to schedule being there for events such as the flower festival.
The number of days depends on how much time you have to spare. You could stay for days just enjoying the cool air. Then there are also the activities. Check out the links below.

Philippine Summer (March - May) if you don't like the weather at the lowlands but it's true that there are many people in here during these months..
The months of November - February would be good because Baguio has such a good weather as most foreigners associate the weatrher with their fall season... You would need a jacket...
For the rest of the year, it usually rains... But still you can come to visit during the rainy seasons.

Around March/April time during the Philippines Summer, the altitude of Baguio (4500ft MSL) ensures that temperature remain about 5-8c coller than at sea level, and the skys are generally clear at this time of the year provising for wonderful views down the valleys.
I would spend 3-4 days to really get a feel for the city.

Go to Baguio from March up to June - summer season. Baguio's cool temperature will come in handy.

February why not come and try visiting sagada its only a 6 hours bus ride from baguio. the air here s cool and you can enjoy it witout the traffic and noise which is usually seen in the cities. you can also visit tourist spots here like caves, falls and terraces. maybe u can stay for about 4 days.

baguio is jampacked during summer. but yeah summer is the best time since it will be too hot in other places. id rather go there on december or january and have a cold holiday!

its the summer capital but going there during summer is not that fun because there are so many people there during summer
i would suggest
1. december - nice and cool weather
2. february - the flower festival is really wonderful
