It should be "nuisant" but that's not a word. For example, "I want the authorities to shut down that _______ coal factory that emits noxious fumes all day."

verb: annoy
adjective: annoying
noun: nuisance

In your example, nuisance/annoying may not be the best choice. A nuisance is usually a small bother and not a big deal. Something that emits noxious fumes, or a noxious odors (a skunk, for example) might be considered abhorrent or deplorable.

Another Word For Nuisance

I agree that annoying or nuisance (in adjective form) would not be a good word to use in that particular sentence. That kind of factory is perhaps more "harmful, damaging or detrimental" than annoying.
Incidentally, another synonym for annoying could be "inconvenient"
