Yes, it was a song from 1966 and was made into a movie and cartoon. It really was a reference to hallucinogenic drugs (remember the beatles were taking acid at the time)
Yellow sunshine LSD if i remember correctly.
the blue meanies were also a type of drug.

The yellow submarine was a vehicle in the story that took the Beatles to a fantasy place with blue meanies in it!
