It would give us all something to talk about forever. "Remember when..." But it would not stop time from marching on. Once everything was reset, the world would continue. The temporary events would be chaotic, but with few lasting effects.

Yes, it would affect the world in the sense that order would be disturbed. There would be chaos because we all rely on clocks to calculate when to be somewhere. Without clocks we wouldn't know if the store was open or closed except that it would be open some time during the daylight hours probably. We wouldn't know when we got to work, how long we stayed. We would have trouble meeting at the same time as someone else. On and on.

The world would be a little quieter. We would also be concerned about gravitational phenomenon or at least electromagnetic pulses, since that would be the most likely cause of clocks stopping. Unfortunately, it could be a prelude to an atomic event.

we'd all be happy for a while because it would force us to stop this crazy rush we are living in and enjoy our feelings for like... hours, days, weeks... or even lifetimes (if lifetime became the new time measurement unit).

Momentarily it would cause some alarm. However, they would just be wound up again, and we would be back to reality!! No harm done in the final analysis.
