IT IS POSSIBLE!! Well, scientists say that it is impossible, but my freind meredith who as a long tounge and neck and short arms can do it with no problem. Im serious we looked like idiots for 10 minutes trying to lick our elbows so we could wish for stuff. I SWEAR! lol. we are special, but now you know its possible as far as i no. :)

It is possible, but not many can actually do it.
You need to be very flexible, and/or have a long tongue
