To Move the taskbar down if you have Windows XP:
Position your mouse on the taskbar and righthand click of the mouse and you need to uncheck the option "Lock the Taskbar".
Then you position your mouse on top of the taskbar Left button of the mouse, keep the button pressed and drag the taskbar down to the bottom of the screen.
Remember to lock the taskbar like this: Righthand click on top of the taskbar and you check the option "Lock the Taskbar"

Right click on the taskbar and make sure there is not a check mark next to "Lock the Taskbar." If there is uncheck it. Now just click on the solid part of the task bar and hold down the mouse button and drag the taskbar back down to the bottom of the page. You will see a dotted outline of where it will appear once you release the mouse button.

Right click on it by the clock...on popup click Unlock task bar...Place your mouse pointer along the bottom of it until you see a double arrow..Hold down on left button ,drag the taskbar downward ,fast...it might ake a few tries but it will work

Right click the taskbar, hit unlock. now click, and hold the task bar, and drag down. You can drag it to all 4 sides. That would be the best solution, but its different for all operating systems. Now, none of your questions say your operating system, and every OS is different. if it's XP, it WILL work, if it doesn't, you're doing something wrong

Dead easy this one.
Using the the left mouse button, click on a blank section of the taskbar, and hold the mouse button down. You can now drag it back to the bottom, or even either side if you wish.

if only ur task bar is on the top of the window then just left click on it and drag it where u want to put it ... and if ur whole screen turned upside down simply alt-ctrl-page up, or alt-ctrl-page down ...

1.please R click on your taskbar to release it .if it was lock
2.click on taskbar and drag to your choose screen side
3.R click on the taskbar then click lock the taskbar
in the end the best way to protection of your computer is making
a new account for other user such as me .I have two account
one for me with password and two for my sister

Drag the task bar to the place you want it.
maybe they mest up with the task bar and they drag it to the top.
