How about dominoes? Can always spray paint them.

No dough won't do you any good. The best suggestion, because I had to do something similar for a college project actually, go to a craft store and buy yourself styrofoam. You can cut it, paint it, form basically anything you want from it. Plus, they also come in other shapes as well. A few packages shouldn't cost you anything more than $20. I wish I had projects like that to do when I was in school.

You can use styrofoam, however if you go to home depot or lowes and get the rigid blue foam it's a lot easieir to work with. you can buy a 2'x8'x 1" thick piece for under $5.00 . Use water or acyrlic based paints , regular spray paint melts foam -test it out first. If you paint the entire piece of foam prior to shaping it It's much easier.

I suggest modeling clay for the stone work on a plywood base covered with model railroad grass paper for detail and realism
at a low total project cost. Alternatively you could substitute some easily carved up styraphome and spray or brush paint it grey stone colors. If stuck try visiting a hobby store or art supply store for materials.

a regular bar of soap works good. Get the kind that is plain white and in a straight rectangle. I think it's just Ivory soap. It's really easy to carve. Then paint it with food coloring.

Styrofoam but be careful it can produce toxic fumess and a big mess. make sure you wear a face mask and use hand saw to cut. You can use rough sand paper to shape your stones. You may have to paint the styrofoam with Gesso if you are going to paint it.

use styrofoam. Then paint it with spray paint. The spray paint will eat into the foam and mnake it look just like rock. Or paint it with a textured faux rock spray paint. It will work great!

How about carving it from styrofoam? You can get big chunks of that stuff cheap from a craft store... or even cheaper if you can find it from packaging materials. Sounds like a fun project!

Or, you could go looking for stones of your own. It may be a little difficult to find ones that look the way you want them to look, but it would end up really looking like a little replica.
Or you could do plaster. Plaster is really easy to make look like stone once you paint it.

You could buy foam blocks at a place like hobby lobby, carve them out, and paint them whatever color you like. Grey if you want to be realistic, but you can never go wrong with hot pink and purple.
