Up to the parents, but people like Britney Spears don't set the morality bar very high. The parents cannot control the kids 24-7, that is why the v chip thing is so neat. It is depressing that actors and actresses parade around half naked knowing that their target audiences are young impressionable kids. I think if you are the center of attention, you should attempt to set a good example. But like I said, the parents are mainly responsible. They can always turn the TV off.

I believe it is the parents fault, they should monitor more what there kids watched. Also they are ways to block certain programs or even channels. So I don't see the Media as the problems.
Question why do most parents sit there children in front of the TV and allow it to act as a Babysitter.? The TV isn't a babysitter. Not all shows are bad and violent there are educational show and channels. Such as discovery, Animal Planet, Cartoon Network(Adult Swim).
Programs also have ratings and air disclaimers before they come on saying that this show is not suitable for childes under this age.
Same thing with video games, they say video games will cause people to do violent things. Look at what recently happened in Canada.
The few who are effect by what they watch are just a few. Its like 1 in every 10, will do something stupid and ruing it for other (didn't quote my stats) everyone else.
The majority of kids who watch violent show, are perfectly normal or turn out perfectly normal.
Parents Watch what your kids Watch.

This topic is very debatable.
Lets start with who should be educating kids. The individual (the kid him/herself), the parents or the government.
You hear people say people have to learn by themselves. The problem with this is that, at one point do people realize what they are doing is wrong? This is especially true when kids are hanging around people their own age that are also making the same mistakes.
In comes the parents; parents, being supposedly grown up and had more experience than the kids, should teach the kids what is wrong or right. However, even as parents, you see different kinds of adults. Some are alcoholics, some let their kids do whatever they want and feel that as long as they give them a shelter, food and keep them above the law, then that is their duty. If adults neglect their children, or more commonly, fall into bad habits that lead to their kids follow in their footsteps, then the kid themselves will still not know how to approach certain subjects. Nor do all adults have the knowledge to teach their kids education.
At the government level, we have laws that require kids to go to public school to learn all fields and governments pass laws that prevent kids from crossing boundaries. However, at least for the US government that is supported by a diverse population, there are limitations to how much the government should do because it has to make rules that can be accepted by the majority of the population or else the laws will be revoked later on. That is why US laws are actually the bare minimum...do not kill, do not steal etc but the laws do not say, you HAVE to help your neighbor or you HAVE to do well in school. It is certainly encouraged but not enforced.
So which level is responsible for the programs that kids watch? All level actually. Government controls the obvious ( i hope) like kids from watching porn. The parents are responsible to disciplining their own kids on what is acceptable to watch at their age or setting parental control. And it is up to the individual to understand what is stupid and is simply bad taste because when parents arent home or when they are at someones house, they are no longer restricted. This subject is not restricted to TV...it stretches to what to teach in school, whether marijuana should be legalized, etc.

I think that TV shows have been able to push the envelope as far as they have because the consumer (whether it be parents or otherwise) has been unable to show self-restraint.
So yes, I think that the parents should be in control, but that if parents took power into their own hands, that television content would change to maintain fanbase.

The parents must always monitor what their kids watch. I must admit that the parents are the first line of defense.
Now in many parts of America we have children raising children.

Yes, it's the parents fault.
Shows of all ranges from family friendly to extreme hardcore gore, etc. should be out there for the people to watch if they want to. It's part of being free and not censored by the government.

It should be up to the parents, but most parents are too lazy or "busy" to monitor what their children are watching...that reminds me, where are my children=)
