Not generally, though the Full Faith and Credit clause usually is interpreted so that most state agencies will accept the notary seal.

"Full faith and credit shall be given in each state to the public acts, records, and judicial proceedings of every other state."

Most documents with a notary seals are treated as if they were public records for interstate purposes.

I would say that a document that has been notorized in one state would be good in any state.
