Yes, it's called recycling.

Back in the day when soda came in glass bottles, you used to receive $.05 or $.10 to turn them back in. I remember turning them in to the local pony keg or store for candy money. The stores would collect them and sell them back to the bottling company who would wash them out, dry and refill.

Although, most people today would find it more economical to melt the plastic bottles and pour /mold new ones.

I've heard that reusing water bottles isn't the best idea, as far as reusing them to hold liquid you're going drink. Bacteria gets in there and drinking from the bottle just isn't healthy. Please see the link I listed in the sources for a more in depth explanation.

If you're talking about recycling, then yes, plastic bottles can be recycled.

Yes, I re-use them all the time. I am not one to be overly concerned about drinking tap water but water bottles are convenient for taking drinks that you need to keep from spilling. So, we wash them and refill them.

And, the plastic doesn't leach chemicals or they would be involved in lawsuit after lawsuit.

i've seen a few reliable sources that recommend not reusing them too many times, because it breeds bacteria, and chemicals from the plastic start to leak out.
