For purposes of liability, are they considered agents of my company? We use volunteers in positions that involve potentially hazardous travel arranged by us. To protect the company in case someone has an accident and sues us, we're not sure whether to purchase travel agents liability insurance or some other kind.

It depends on what your insurance company says.

They are agents when acting on behalf of the company, and within the scope of their duties. However, unless they are actually employees, they would probably have the same level of insulation as independent contractors. Which could limit your company's liability for what they do to others, but not for what happens to them.
