I lean toward the '20's flapper. It's much prettier than either a pirate or a cafeteria lady, and probably easier to guess if you're having a best costume contest.
When my daughter was a teen, she dressed in a purple leotard and purple tights, and tied a bunch of purple balloons (blown up) around her waist and went as a bunch of grapes.
Another time she took a big box, large enough to cover her, and cut a big hole for her head. Then she had a friend put an old table cloth on the box, with a circle cut out of it for her head, and one of those covered dishes over her head. For the contest, the friend, dressed as a waiter, lifted the covered dish and her head was the main course. Needless to say, she won both contests.
This was quite elaborate, and I wouldn't recommend it, but just wanted to illustrate how creative you can be when you put on your thinking cap.

I'd go with the flapper. The pirate is going to be WAY over done this year, thanks to the movies that have been out recently. The cafeteria lady is okay....but I seriously doubt you'll run into another flapper. And you can have so much fun with the costume!

I like the cafeteria lady. Get a hairnet and bring a pan full of something nasty looking and a big spoon.

I love the idea of the flapper. It was a cool time then. Wouldn't it have been fun to be a flapper for real?

I was a flapper last year. It was fun. Fringy dress, headband, heeled mary jane shoes and long beads. Loved it! Pirate would be cool too.

the pirate thing is gonna be worn out this year because of the movie. i like the flapper look. you'll stand out amongst the crowd.
