jeans and a t-shirt with his fave band or a really rocking phrase like "Scary Kids Scaring Kids" - you know quirky stuff like that
skate t-shirts are also cool - Bam and Birdhouse stuff, DC stuff like that
accesories never hurt - chains hanging off ure a.s.s, studded wrist bands, belts with cool buckles - the choppers logo or a skull and cross bones or whatever
if its a chick, the top should be more fitted, but still punk rock
but it doesnt really matter what they wearing, as long as the music is rocking - people wont care, i know i wont
