He could have a stress fracture in his foot.
Strain from too much exercise, running, biking, can do this.
Also, he could have a neuroma
A nerve inflammation from the shoe rubbing on top of the nerve the wrong way.

You cannot ask for a diagnosis online and no one can give you one. The only people who can say "probably, looks like, it is" are a licensed MD, NP or PA and only after a physical exam possibly with diagnostic tests. If your boyfriend decides this pain is a problem he is perfectly capable of taking himself to a doctor.
To the one called "the_only_solerose" who says she's an RN, please don't diagnose anymore. That's not within the scope of nursing practice.

It sounds like a Sciatic problem. The S. nerve goes fron the lower spine to the top of the foot. I had that problem.

Have his rest it for the rest of the day. Cycling shoes can be pretty tight and it could be a number of things but none of them require emergency treatment. Let it rest and see how it feels tomorrow.

he probably strained a tendon while biking. Would apply ice for 20 minutes every hour for the next 8 hours.

I guess it depends on the kind of bike, but in all reality, he probably overworked some of the muscles in his foot that he isn't used to using.
