Beside having a pint glass in hand, yes - to be an English man/woman you would have to be born or raised in England.

I'm Californian because I was raised in California. But my husband is an English man because he was born and raised and just recently moved from England.

We most certainly are born in England. Not only that, we all went to a jolly good school and know the Queen personally.

An English man knows how to treat a lady, and won't put up with any nonsense from you foreign Johnnies.

A "true" englishman is one birthed in Britain, or its surrounding commonwealth. However, when Britain tried to conquer the Americas in the late 1700s, the European English language also conspired here, because our ancestors, whom were derived from Europe spoke English, and therefore we as Americans, are the American-Englishman.
