Has anyone heard this conspiracy theory before? Does anyone know where it started or any good webpages about it?

I think I read about it in a Sydney Sheldon novel but I can't remember the title of the book.

Not yet. However they have done research into a technology that would allow planes to control weather patterns locally so to hinder the enemy on the battlefield or flush them out of hiding. I think they stopped the project 1-2 years back due to wartime budget cuts

If that were true we wouldn't have so many weather related disasters, hurricanes in New Orleans and Florida, drought in the Southwest, torrential rains that contribute to mud slides would all be a thing of the past. That is just another crackpot theory.
Unless they do all the hurricanes and mudslides so people wont know..............
