22 year old house with full basement, approx 140 of perimeter ADS pipe leading to a sump and pump. Existing pipes are apparently clogged and sump is dry after a heavy rain. Water comes in from below slab during a heavy rain.

Unfortunatley Yes replace it with PVC make sure they don't use corrigated and make sure it is completely wrapped in fabric this time. Gravel and all so it won't clog again. Also make sure that the holes are down and the pipe sits below the slab.

You need to snake the pipe. You will also need to determine if the pipe has collapsed or not. If the pipe has collapsed, then yes, you will have to replace it. If it is just debris, you should cover the end of the pipe with screening to keep this from happening again.

Try using a plumbers snake to clear the lines.
