You should discuss this matter with the surgeon doing the surgery. They most likely have resources available for people to use - many women getting mastectomies probably don't think beyond the fact that the surgery is happening, and often need a nudge in the right direction to help the emotional healing as well as the physical.
You might contact someone with the American Cancer Assn., or maybe even contact patient relations at the hospital at which you're having your surgery.

Go to the American cancer soc. website they have some info there. also call or email some of the companies that make breast forms sometimes they will send free ones or discounted ones from their discontinued stock. also some insurances and state aid companies also help pay for those items for people with financial problems.

I work in mammography and your insurance company should pay for your bras and inserts. Usually you will get two bras per year.

If you have already checked with them and that service is not covered I would check with your local chapter of the American Cancer ***.
