You would most likely either have to be a police officer or really good hacker to get this info, due to the muliplying abouts of fraud in the US today, im sure ppl could find a way to change the info. i'm not sure so dont give up yet. if there is though, i wouldn't be surprised if it had alot of security and legal checks before you could use it.

Yes there are ways to find out.. first if you have a reason you can call a local police department and find out who it is. second if you have friends on the police department, fire, ect.. ask them to do you a favor and find out who this license plate belongs too. i have done this many times because i had problems and my friend being on the fire department always did this for me. i do not know of any website that you can do this on, however if you know the persons name in wisconsin you can look up circut court records on this person.. i have done this many times also.. its very interesting.. and its NOT ILLEGAL. why would it be post on the web?? hope you the best of luck

There are some website that let you do this, but they charge $50-100, just for getting you the address.
