I think there is one in Roca Escalante. It's an area in northeastern Las Venturas, but still inside the big freeway that goes all the way around LV.

There are two places i know of- In the mission 'the black project', you infiltrate area 69, and a mini gun is available under ground. The other place is in Mike Toreno's ranch, once you've completed his missions.
