my mate believes that governments control subversives with a microwave beam invented by the Russians during the cold war. I need a proper scientific explaination of how this would work in theory (or reality)

Microwave is very dangerous to go squirting it all over the place . It only takes a few WATS to make u go blind. If the safety interlock in your microwave oven doesn't cut the oven off when u open the door u are blind. The English were the true leaders in microwave.
