Why is it that the lottery in considered the true test of psychic abilitiy?

Why is it that the only proof that psychic phenomenon exists for some is if they can read a headline "Psychic Wins Lottery"?

And, if you're one of those skeptics, why do you feel it so important to poke fun and to "prove" people who do believe are "kooks" or are foolish for being open to it?
