Yes, Yahoo does offer different levels of web hosting, depending on your needs, you can start with a basic package or get a professional business site if you like.
I have one myself and I love it. The rates are very reasonable and the service is excellent.
Yahoo also provides "Yahoo! Site Builder" software, very user friendly... you can build a site in just minutes with it. It also allows you to use third party software such as MS Frontpage.
