A judicial report is usually the result of a Public Enquiry headed by a senior judge following a major incident. For example Lord Hutton's report into the BBC's allegation that the Government fabricated the intelligence evidence to substantiate its arguments in favour of invading Iraq.

Some of these reports, for example those prepared by Dame Janet Smith QC into why the mass-murderer Harold Shipman was not detected earlier, provide a valuable service. Others, such as the Macpherson Report into the murder of Damilola Taylor have brought about major changes into the structure of policing in Britain.
