Good Lord. Anything with a big bow attached at the neck is pretty retro.
Toss it.

I am all about retro - but not a fan of bows at all. If you love the way it makes you feel when you wear it, by all means, keep it. If you are on the fence (which it seems you are) toss it.

Totally a decade ago. Toss it in the hamper, and take a trip to the mall to find out what's in style. There you can actually feel the clothing, try it on, and get an idea on how much the items you want are going to cost.

Toss it. Go to a local boutique to see what's in style. Then you have an idea and can shop somewhere less expensive.
