you need a VOIP client/software
VOICE OVER INTERNET PROTOCOL
Such as Skype
but you have to top skype up to make calls to landlines or mobiles worldwide (very cheaply I may add!)
Your isp (internet service provider) may offer some VOIP software
you can also buy VOIP phones at TESCO buy a pair and give one to a friend and chat PC to PC over your broadband connection. but doubtful to landlines.
Do some research using VOIP as a search term and you will find solutions

you cant make 'Free' calls to telephones from your PC you can make 'Free' calls from your PC to another PC but i wont explain it
