There's no age. Obviously a 12 year old shouldn't, but when a person can be fully responsible for the child 24 hours a day, 7 days a week, they're ready. There are 30 year olds that are not responsible enough to have children. You have to provide:
clothing
nurturing
love
food/drink
shelter
peace of mind
dependability
and a ton of other things for a child. if you're working 18 hours a day, yeah your child might be financially well off, but do they know you?

I'd think when they are no longer teenagers/kids themselves, ready for the responsibility and are mature enough. When they don't have a damaging lifestyle.

An adult, that is old enough to be financially, emotionally, and physically secure enough to care for a child.
