It varies from place to place and with temperature. The ratio can be as low as 3" snow for 1" of liquid (3:1) for heavy, wet snow or as high as 100:1 with dry, powdery snow.

In a typical atmosphere under ideal conditions, 1 inch of rain equals 10 inches of snow. Some atmospheric factors including temperature can change that ratio, but typically it's 1 to 10. Colder temperatures produce a ratio close to 1:20 sometimes.

The rule of thumb I learned growing up was 1 inch of rain = 1 foot of snow. But the weathermen around here (Massachusetts) usually say 1 inch of rain = 10 inches of snow. As someone else said above, it really depends on what type of snow you get - heavy, wet snow will be denser than light, fluffy snow.

It depends upon the temp and other factors but it will range from 1 inch rain = 1 inch snow (Very wet slushy snow) to
1 inch rain = 13 inches of snow (Very fine dry powdery snow ).
