The controls of the sea plane that is skimmer are Num Pad 9,6 for up and down and Num Pad Keys 4,5 for left right and up arrow for acceleration.
Some one said you get only in mission Dildo Dodo
but once you compleate all missions for studio Skimmer is Unlocked

the mission "dildo dodo" is the only time i could really get the plane to work. but my advice is speed up as much as you can but keep the plane level. right before you crash into the golf course pull up and hold that until you fly over the "causeway". then release and hope you don't loose altitude and crash in to your mansion on starfish island. and remember that there is no rudder on this plane. therefore turning makes you loose a lot of altitude.
even after all this flying is easier in vice city than in gta 3 and harder than flying in san andreas.
and don't cheat doing so really screws up your save game.
hopefully this advice helps for your pc version of this game. i've been playing it on the xbox

You got to get in it when the water is calm and you have to gain speed on the water then go up in the air until you go slower and start to go down then you make it go up and down until it goes fast enough to not need to keep doing this.
