I can only guess the rationale for and reasons advancing some states of the US to frequently opt for execution of the death sentence on its convicted criminals, but I'm relatively certain that the idea of inflicting "the ultimate" punishment is, at the least, a part of the decision. Additionally, I suspect that there are favorable economic reasons to consider on the side of terminating a life over prolonging one; and, there has always been the argument that making a show of willingness to perform executions on the part of the state acts as a deterrent to other would-be criminals. I may be reaching here, but I would not be surprised to find out that a small part of the decision might be chalked up as a merciful one - one that is intended to yield closure for those who have been harmed as well as relieving the agony of lifelong incarceration on the part of the guilty.
As far as the decision to execute vs the decision to elect some other form of punishment contributes more or less to "civilization," I will offer my opinion that the question is moot. Civilization is a word that points to a group of people who share an organized system of community living and who is to say that among all of the functioning systems one is any greater than the other.

The people sentenced to capital punishment are people that have done a dastardly deed and deserve the same fate as their victims. They are no longer considered capable of fitting ANYWHERE into the civilized world. Unfortunately, too many are considered "insane" or mentally handicapped and not properly punished.
Since the US of A was build around the Bible and beliefs....well, the Bible says "An eye for an eye", "Those who live by the sword shall die by the sword".
I support capital punishment 100% and that includes insane people, mentally handicapped people and others who do these deeds. Remove ALL the personal circumstances and what are they.............KILLERS and will probably kill again. Pops

For as many executions that the US conducts in a year, there are other countries conducting public flogging, kaning and limb amputation if convicted of theft/similar crimes(in arab countries) 10 fold. Those aren't types of capital punishment but they're bad enough. And the Philippines do execute by firing squad.

Perhaps it is because some people use the freedoms of this country as a shield to allow them to repeatedly commit heinous crimes that eventually warrant permanently removing them from society.
I suppose you think it better for society to keep someone who has long history of convictions for various violent crimes and has been convicted on multiple counts of sexually torturing young children until they die locked up in a nice comfy cell at the taxpayers expense rather than simply removing them the pool of humanity for which they have shown nothing but contempt?

If the US would execute more people on death row quickly, not 20 years later, but 2 or 3 months later.
You would see the crime rate drop.
But since a criminal knows he's not going to die for 20 years, he doesn't care, life in prison to him is just as good as out here, because he has been programmed to accept prison as normal.
Prison doesn't seem to scare criminals, but death would.

(1) vindictiveness
(2) endemic violence in their society
(3) belief in justified violence, as shown by GW Bush
(4) excessive democracy. In other countries, judges decide sentences, in US, people elect judges.
