Actually, yes. Repeated suckling stimulates the release of oxytocin and prolactin. When these are increased, the breasts begin to create milk and larger milk glands. Hence, bigger breasts. This is absolutely and entirely possible in typically non-lactating and/or non-pregnant women and both sexes. However, for some people, once the milk production ceases, the breasts shrink. But not for everyone!
There is also a type of "bra" out there that promises to naturally enlarge the breasts by gently and gradually applying an outward pressure to the breasts in order to make them larger. I'm not sure if it actually works, but I've seen them before.

Well, there are some products on the market that touts the theory that suction will make them larger. However, suction on any malleable surface will temporarily make it larger. So yes, for a small amount of time suction will enlarge your breasts. But that will not be permanent. Also, the suction of breastfeeding a child does not make the breasts larger, the mammary glands producing the milk do. Suction is not a way to enlarge your breasts for any length of time.
