About 6 months ago the "check engine" light was on, but I didn't fix it yet because I'm low on budget. Just now I went for a smog check and get this code P0420. The guy told me to replace the whole thingy for about $1000. Do I have another option?

It is really unfortunate that the Tech shot from the hip telling you to replace the Catalytic Converter without testing it. You could easily replace it, and still have a failure because the SENSOR was the failure.
There is a test we do for the Cats, and for the sensors to definitively deter min which is the source of the code.
Find a REPUTABLE licensed Smog inspection and repair facility and ask for
1) Diagnostics (show them your inspection report)
2) Estimate of repair.

NOTE------> As a rule, Hondas of that vintage don't have much of a problem with their Cats, though failures are not unheard of. If you have had an engine failure or contaminated fuel, it is possible, but we don't see many of them until they get some older.

420 is a catalytic convertor, no real cheap fix, expensive part of your exhaust, but I've found cheaper ones aftermarket (parts stores) if you take time and look around, only one problem, some places wont change parts if you buy them yourself, also so9me manufacturers will warrentee cats longer than your original warrentee, so call honda, may replace for free

I even have this code on my 00' Jetta, ability bargains with exaust, say wealthy on financial employer 2 , no longer too serous, runs high quality with it, and on occasion is going away . sparkling it earlier you're du e fo inspection.
