I'm a small business owner. I've been perfecting my product for almost a decade and now I'm reading to give my web site a big push! What's the big secret to getting ranked high on these search engines?

Is it havening your site linked on other sites?
What's the best way to use Meta Tags?

Unfortunately there is no short answer to this.
First off, keep your meta tags short and relavent to the keywords that you will use in your page.
Reuse the same word over and over again in the page. For instance, if your company sells bananas, make sure you say bananas as much as you can in each page, while still making your content readable.
Links from other sites are the best way to increase your ranks. But, google and some others depend on the quality and ranking of the site that is linking to you to increase your rankings.
Also, use alt tags on all of your pictures (even bullets and things) make the tags similar to the keywords you are looking to promote.
You can always hire professionals, and there are some cheater ways for little money to drive tons of traffic, but they are not quality hits and are a waste of time.

to get the listing, with Google at least, I know you need to buy an ad space.

Other than that, to get listed free, your description of the products you sell should have a unique description. Best way is to look at your competition.

Go to Google and search all kinds of combi pertaining to your products. See who gets the most hit. What makes that unique? Get a clue from there, do one step better and go from there.

In free listing there is no guarantee yours will come out on top everytime.

You can do your own experimentation. You will see I make a lot of sense.

You have to pay for Adwords on Google and Yahoo to get ranked higher in the rankings.... Its a tedious process and you have to optimize all the time to make sure you are ranked on top all the time.

PageRank ranks sites based on quantity and quality of links.

The more sites that link to your's, the higher your PageRank will be. But, it also takes into account the PageRank of THOSE sites.
