The outside unit fan always runs. The coils were dirty and I have cleaned them by reinsing them off.

Your filter maybe dirty your outlets maybe blocked or you have a refrigerant leak and have lost refrigerant. The leak must be fixed and recharged up if you have a leak.

Can be several things, will assume you have a split unit. Make sure inside and outside coils are clean. Make sure inside fan is also running.If these are all OK then chances are you are low on freon. Oh, also make sure your filter is clean.Heavy brush or other restrictions to air flow of the outside unit will also give you problems.

Could be a lot of things, but the most common problems that lead to frozen lines are dirty Coil and/or Filter or Low on Freon. =)

sounds like you took care of all the filters and coils, so I would bet your low on refrigerant, when the charge becomes low to a certain pressure the inside coil will start to freeze up.

Hey Welcome to FLORIDA, lol well It could be Low on freon, but it sounds more like it could be a Contactor (ants like to try and make home in there) around $6-30 or if its an heat pump. It could be a controle board $16-50. All pluss labor... but if you have basic skills and can turn the power off you can do most of it yourself. Ants are killing me 3times in 8years. Good luck.

you rinsed the coils off...the coils cool ...thats why they froze.I turn off the fan in the evening to let the frost build-up melt off the coils.then start it back up.Depending on how hot the outside temp is,it won't take long.Also when the fins on the back side of A/C unit get flattened or bent,it makes the compressor work harder to disperse heat.

Sounds like a bad expansion valve allowing the evaporator coils to freeze up.

you may have too much refigerant in the system or to little, the instalers that put the unit in may not have weighed in the charge properly. or the service valves may be leaking as well. the best thing to do is to check the charge to be sure you have the proper super heat and subcooling

Probably low on coolant, means that you have a small coolant leak. Get AC man to check it out. You can't do this yourself.

The unit is too small for the area you are cooling or the thermostat is shot.
