It is more of a music video rather then a movie. The album "The Wall" was not like most albums though. It tells a story. So they decided to make a music video, since it would also tell a story. I don't find it that hard to follow, but many do.
It is the story of a character named Pink (his last name is assumed to be Floyd). His father dies in WW2 when pink is very young. To add to his childhood problems, his mother is overprotective, his teachers don't encourage his creativity, and he generally feels left out and picked on. As a way to deal with this, he starts to shut everyone out. This is what The Wall is, a metaphor for him shutting people out. When he becomes an adult, he is a successful rock musician. This only adds to his problems, and he continues to build the wall. Finally, he decides that it might be crazy and so he conducts a "trial" within his own mind to determine this. He decides the best solution is to tear down the wall.
there are a lot of sub-stories involved, but that is the basic story.

Because it is a 95 minute music video. Most videos on MTV contain strange and striking images, this movie was no different.
Also, Pink Floyd is also famous for going over the top at their concerts, with huge sets, imagry, and effects (the famous flying pig). It make sense that they would extend this to their movie.

Just going by the words of the songs, the album is steeped in paranoia and neurosis. Then director Alan Parker got ahold of it, and together with cartoonist/ animator Gerald Scarfe twisted it even further with a large injection of misogyny. The result is strange indeed.
