Your seals inside the faucet are bad and they are leaking from one side to the other.

You state all faucets are 2 handles? are you in a condo, Apt, ? Water is mixing through a single handle faucet somewhere. I've replaced 1000's of them in the past. The faucet thats causing this doesnt have to be in your unit. Still hard to belive that all faucets are 2 handle, Bathtubs and all.

OK,I did plumbing for 12 years and I ACTUALLY heard @ this before.The problem lies with the faucet.I'll bet it is a SINGLE LEVER faucet,by Delta or Peerless?The seats have gone bad and is allowing water water from the hot bypass to the cold.It is hard to explain but if this is the case,go to your local hardware and get a repair kit for that faucet.The only other time I have heard of this is when one puts the same type of faucet in,Backward.

I've seen this before. When I saw it, the house had a hot water recirculating line and when the pump on the line was off, the cold water would draw from the inlet side of the hot water heater and feed backwards through the recirc line to the fixtures.
Also, where we live, plumbing code requires the installation of "mixing valves", devices used to limit hot water temperature. If you have a mixing valve on your hot water heater, it is possible that the check valves inside of it might be screwed up.
Good luck, but you might have to call a plumber.

Probably pipe rusts or leaks so they are to be replaced. Definitely you need a plumbing job. If then the problem is confirmed, you have the option to replace them with copper.

There is a crossed connection somewhere. The procedure to find it depends on the situation, i.e., single family, duplex, apartment etc.
