It can be hard to balance those three things, especially the last two - the cities and towns with the best public schools are mostly where the houses cost the most. That said, in general the most expensive places to live are mostly around Boston and its suburbs; western Mass is much cheaper.

Just about every city and town has its nice (and safe) areas and its not-so-nice areas, as does every region.

Monson, Massachusetts would be my recommendation. It's about a half hour outside of Springfield so about an hour from Boston. It is a safe community with great schools. Affordable housing... well, you just won't find that in New England.
