first answer was good but Im not just speaking of cruelty to animals but what about people?

Someone who is inhumane is someone who does not have the ability to: look at a situation and put themselves in the victims' place, and more importantly - form an opinion as though they were the victim (there usually is a victim/victims or implied victim/victims. Would they like to be treated as the victim is. The victim can be human, animal or any other life form. This primarily excludes actions people take when they are placed in "survival" mode, and have to kill, etc. to survive.
Basically, lacking empathy. Its sad, but too many people are this way.

Anyone who harms animals. I know it makes me want to be inhuman towards them.
OK your right. sorry I just love animals a lot.
we're all guilty of it to a certain point, otherwise how we can all sit there, content with our own little life while people still die of hunger. It's mind boggling especially when we throw away so much food everyday!
