Is it possible to make a DSL Line or Cable Modem a dedicated network resource (instead of going out over the public Internet)?

Is it technically possible? Sure. Is it widely used? Not in North America. This is used in Europe quite a bit. It's offered as a managed WAN service with private addressing but within the carrier's network the interconnects are actually VPNs. None of the traffic actually traverses the public internet; it's limited to the carrier's network only.

Some hotel broadband internet access systems use DSL signalling on the hotel's existing phone lines, either with a DSL modem integrated into the network outlet in the room or a DSL modem bolted to the underside of the desk in the room.
