Step 1: Go to a bookstore and buy a book on engine theory
Step 2: Read said book
Step 3: Look on the internet for parts, and don't take any advertised HP gains at face value
Step 4: Buy parts, tools, and rent an engine hoist
Step 5: Pull and build your engine

Depending on how fast you want to go, I'd set aside anywhere from $1500 to $10,000 for engine parts alone. Don't forget your trans parts, racing wheels - 14"-16" for drags, body lightening, safety gear, or suspension and brakes while you're at it.

Remember, speed isn't cheap, and screwing up is even more expensive.

Your screen name says it all. True race engines don't have emissions controls. For that reason, they are not street legal. And a full-race engine in a 14 year old car is never a smart idea unless the car has bee prepped for the extra power -- suspension, body bracing, safety harnesses, yadda yadda.
