its so people who dont watch it ,dont divorce their obsessed partners, with it being rammed down there throat too soon after the last series.

Do you mean the release of "24" season five on DVD on 5 December 2006? If so, it may be a marketing decision to drum up interest for "24" Season six, which begins broadcast in the US January 2007.
Most US networks TV seasons last from Sept-Oct to May-June, with an order of 22-24 episodes usually. In order to span the entire season, the network must rerun some episodes, which (especially for dramas) confuses or alienates some viewers. With a late premiere to a hit show, networks can avoid reruns, draw extra interest, broadcast (or avoid) another show (or sports programming) in the same timeslot.
In the US, Lost and er will interrupt their seasons to allow another show to run in their timeslot for a few weeks, in part to draw the shows' audience's attention to the new show and avoid reruns.
"24" enjoyed great success with a January premiere for season five (highest ratings yet), and so the network decided to repeat the practice.

because that is when the decided to release it to keep you hanging on and biting your nails in expectation either that or they are so sure nobody will get a life before then they can take a holiday before shooting series 6
