its lost its elasticity...can i get it back, or close to it?

No. Just buy a new one through a discount catalog.

I've sold turtlenecks for twelve years and so many people are concerned with how the necks fit. The neck is created from specially made material containing lycra so that it expands over the head but hugs the neck. If your hair covers the back of the neck, you can pull the neck back and secure it to pull it in, but that is about all you can do.

I have a very skinny neck and I buy turtlenecks that are a size smaller and shrink in the wash so they are always tight

I hate when that happens,usuaslly not.
I throw it out and buy more.
