Theory is like a guess. When proven by experimentation and follow-up support from the scientific community, it becomes law.

theories attempt to explain a set of broad patterns in nature, usually they are a set of hypothesis, they are usually not easily disproved once they reach theory status. A scientific law is much more concrete and indisputable. Compare for example Einsteins special theory of relativity to Gauss Law. There is still room for questions with Einsteins theory, but Gauss Law is undeniable.

Theories are supported hypothesis. They have been tested over and again and never been proven false.

Laws are exhaustingly tested theories that through much time and testing have never been proven false.

A scientist would not say that a theory or law is "fact" or "true", only that they have never been proven wrong because we can never know beyond a doube that they are 100% correct.

theories are just ideas that haven't been proven yet; laws have already been proven to be true.
