If you have a particular curriculum, you use this to determine what should be assessed. For instance, in North Carolina we have a computer science curriculum the teacher uses to first determine what to teach, then what to assess. If you are teaching without such a prescription, I suggest you acquire a curriculum from somewhere. The NC curriulum is available at www.ncpublicschools.org and is free -- just print it. There are different expectations by grade level. Good luck!

Familiarity with basic computer skills like opening programs, saving files, creating a written document and printing.

If the classroom computers are online show the kids how to research things via the internet.... obviously with suprvision or some sort of safeguarding software. (K9 Web protection is a great piece of free software for that... http://www.k9webprotection.com/)

The kids should know how to use a mouse, navigate through menu systems to open a program, type a paper, print it out, save thier files to the hard drive, a floppy disc or CD and close the program.
