ClO2 is a special case
The Cl-O bond is between a single and a double bond (and closer to a double bond; single for Cl-O would be 1.65 A for double 1.48 A and it is 1.53 +/-0.03 )

It is covalent

It is mostly covalent. It is not correct to suppose that a bond is all one or the other, although for strong acids the bond between the proton and the non-metallic group is almost entirely ionic.
