the black panther would win because of one thing.
vibranium.
wakanda is rich in it and the panther incorporates it into his suit and weaponry.
it allows him to take punches from much stronger people and he can fall from great heights without hurting himself.

If they fought in the present, Wildcat would put up one heck of a fight, but I'm afraid that the Black Panther would win simply because of the age difference.
Now if somehow the Black Panther wound up time traveling back to World War 2 and met Wildcat in his prime, then it would be more of a true match up and the outcome anybody's guess until the match was over.

Black Panther easily. All he has to do is get his "honey" Storm to add a couple lightbolts into the mix and Wildcat would be look like a fried alley cat.

Panther, he's a genius intellect and has a very unique martial arts style. Plus it doesnt hurt to be younger.
