According to a bulletin from FCC dated September 2005 claims that authentication systems have "proven to be a very effective countermeasure to cloning."

Yet the same bulletin urges people to keep their personal information confidential in order to prevent cloning.

Reading between the lines, it means you have to be pretty blatant (keep the same number for more than a month) to get caught.
