This faucet is in my basement. One of those large sinks. I have turned off the water source knob but there is still a thin stream of water that poors out.

Needs a new washer. Go to the hardware store and ask for some faucet washers. Usually come in a package of different sizes. Or you could replace the whole unit with a faucet less washer system.

Depending on the type faucet, it's likely the problem is the stem inside either the hot or cold water handles. If this is DIY, don't forget to take the old stem with you to the hardware store. You may want to also purchase a new stem "seat" while you're at it.
